Powers & Company, Inc. continues to provide historic preservation services to Urban Outfitters, Inc. for rehabilitation of buildings for office space at the Philadelphia Naval Business Center using the Historic Federal Tax Incentive Program. 

Situated at Flagship Avenue between S. Broad and S. 15th Streets in the Philadelphia Naval Shipyard, Building 25 was designed as a plumbers' shop in the Renaissance Revival style in 1904, with additions in c. 1915 and c. 1940. The 1- and 2-story building is clad in red brick with a stone base and an L-shaped floor plan.
